An Italian contessa who moved to the United States, Valentina Allegra de Fontaine founded O.X.E. as a front for black ops, later became CIA Director, and recruited disillusioned operatives such as John Walker, Yelena Belova, Taskmaster and Ghost. She arrested her ex-husband Everett Ross over Wakanda, and after her agents turned on her as the Thunderbolts she rebranded them the New Avengers.
Nick Fury (1998)
Valentina Allegra de Fontaine, called Val, is a S.H.I.E.L.D. agent based on a Helicarrier. With Alexander Pierce she tells a retiring Nick Fury that his old friend Clay Quartermain has been killed, and Fury agrees to return to fight Hydra and goes with them to the Helicarrier.

- 2024 · Cinematic: After John Walker is stripped of the Captain America title, she courts him outside the Capitol and later renames him U.S. Agent.
- 2024 · Cinematic: In December she sends Yelena Belova after Clint Barton, claiming he caused Natasha Romanoff's death.
- 2025 · Cinematic: In May she travels to Cambridge, Massachusetts, bugs Shuri's Kimoyo Beads and draws Everett Ross into the response to the Wakanda incident.
- 2025 · Cinematic: She arrests Ross for treason after showing she knew of his contact with Ramonda, and says she dreams of America holding all the vibranium.
