Chilean-born Starfleet officer who left the service after a cover-up aboard the Ibn Majid and later flew the freighter La Sirena for Picard's search for Soji. Back in Starfleet by 2401 as captain of the Stargazer, he chose to stay in 2024 and led the Mariposas medical movement there.

  2. 2390 As executive officer of the Ibn Majid, Rios witnesses his captain kill two Coppelius androids and the captain take his own life, then covers up the incident. source
  3. 2399 Rios agrees to carry Picard on La Sirena in the search for Bruce Maddox, with Raffi aboard for the first leg. source
  4. 2399 La Sirena follows Soji's route through a transwarp conduit and crashes on Coppelius. source
  5. 2401 Rios, now a Starfleet captain commanding the Stargazer, escorts Soji and is diverted to investigate a spatial anomaly. source
