Summary spoilers for the whole series

An elderly skyfowl NPC who works as assistant to the magistrate of the Medium Skyfowl Settlement on the third floor, and secretly rules it. She hides the magistrate's death behind a forged presence and has a plan to spare only skyfowl in a mass killing. Carl and Donut oppose her while chasing the settlement's murders.

  1. Carl and Donut come to the settlement's administrative building, where Miss Quill blocks them from the magistrate and dismisses the murders. source
  2. Carl hides dynamite in her hollow shelving and baits the building with a compromised letter. source
  3. Carl detonates the charge from a rooftop, wrecking half the building and killing Miss Quill, whose death passes the settlement's control to Carl. source
  4. A dying krasue reveals that Quill had run the settlement all along while the magistrate was long dead. source
  5. Remex explains that Quill began the Final War casting and used feathers to shield skyfowl families; her unfinished spell leaves a soul crystal ready to level the area. source
